CDR Smoak graduated with High Honors from the U.S. Coast Guard Academy in 2004. Following graduation he was assigned to the Cutter Cypress (WLB-210) where he served as the Deck Watch Officer. He then went back ashore and served in assignments at USCG District 11 as Aide to the District Commandant, Marine Safety Unit Port Arthur, TX as a Port State Control Officer, Sector Buffalo as a Marine Inspector, USCG Headquarters in the office of the Assistant Commandant for Prevention Policy (CG-5P), Sector Maryland – National Capital Region where he was the Unified Command Operations Section Chief for the MV Dali bridge allision, and most recently serving in the Executive Office to the President, Office of Management and Budget.
CDR Smoak earned a Master of Business Administration with Honors from the California State University. He was selected as a USCG Intern in the Maritime Industry Training program where he spent a year in industry. His Professional certifications include; Certified Maritime Port Manager (MPM), and Certified Maritime Port Executive (MPE)

CDR Smoak’s service awards include three Meritorious Service Medals, and three Coast Guard Commendation Medals.
