Mr. Ron O’Rourke, Naval Analyst, Congressional Research Service
The Presidents Club is very pleased to present this impressive panel of experienced and knowledgeable officials to engage in a discussion on the importance to DOD and the nation of identifying resources to affordably design and construct the OHIO replacement submarines, while also ensuring that the Navy’s other shipbuilding programs are properly resourced. CNO has stressed that ORP is the Navy’s top priority; the Armed Services Committees have recommended establishment of a National Sea-Based Strategic Deterrence Fund to minimize the competition for resources within the SCN account. Without this or other comparable offset, SECNAV Ray Mabus said, “It has the potential to gut the rest of our shipbuilding programs.” The entire ship design, construction, and maintenance industrial base will be affected by the outcome of these funding decisions.
